Altered Open House PowerPoint Presentation
City manager Greg Lee either grossly misled or outright lied to the city council.
At the December 9, 2019 city council meeting, Communications & Recycling Manager Pam Bowman provided a draft PowerPoint presentation for feedback and direction on how to proceed. There were twenty-four (24) different slides.
In the first minute of the December 9, 2019 meeting, City manager Greg Lee stated, "It's almost identical to what we presented about five years ago - we updated the numbers, updated some other things." (see 12/9/19 city council meeting)

City manager Greg Lee then altered Pam Bowman's PowerPoint Presentation to Support Government Managed Trash Collection & Single Hauler AFTER presenting it to the city council for their input and approval.
Sometime after the December 9, 2019 city council meeting and the January 23, 2020 Open House, several slides mysteriously disappeared from the presentation and others were altered. The new presentation was only nineteen (19) slides.
The only person who had the authority to alter the slide show was City manager Greg Lee, who also happened to be the presenter at the open house.
City manager Greg Lee's bias in support of Big Government and single hauler is well known. City manager Greg Lee publicly stated, "...it’s not a question of if we go to organized hauling, it’s a matter of when." (see 12/9/19 city council meeting)
While it initially appeared that five (5) slides were simply eliminated, a closer examination shows that nine (9) slides opposing Government Managed Trash Collection and single hauler were removed and one was altered to remove a statement about better customer service with an open competitive market when citizens have choice.

Original Open House Slide Show Residents Did NOT See
One of the most egregious examples of City manager Greg Lee actions, is the altered slide titled "Effects of Organized Hauling". In a very sly manner, City manager Greg Lee eliminated a "Con" which stated "Possible decrease in hauler responsiveness".

The first slide City manager Greg Lee removed was titled, "Other Potential Options" and discussed alternatives to Government Managed Trash Collection and single hauler.

The second slide City manager Greg Lee removed was titled, "Another Perspective from the National Waste & Recycling Association"
The third slide City manager Greg Lee removed was titled, "Another Perspective from United Research Services, Report for Arden Hills."
The fourth slide City manager Greg Lee removed was titled, "Another Perspective from Moore Engineering."
The fifth slide City manager Greg Lee removed was titled, "Pricing Factors."
The sixth slide City manager Greg Lee removed was titled "Housing Density." This is an important discussion point as hauler prices are impacted by the number of homes located in a square mile.
The seventh and eighth slide City Manager Greg Lee removed was titled "Waste Reduction & Recycling Board Survey Results 2007." These two slides showed the results of a profession survey which supported freedom to choose your own hauler and opposed additional Big Government involvement.
